Today, the 21.09.2007, the Memorandum of Understanding between Romania and the NATO International Secretariat was signed in Bucharest. This document settles the main issues regarding the organization of the NATO Summit in 2008.
According to this Memorandum, the security of the event will be provided by the National Command for the Security of the Summit.
The command has in its composition representatives of
the Romanian institutions that have attributions in the field of
national security: S.P.P., S.R.I., S.I.E., S.T.S., O.R.N.I.S.S., the
specialized departments inside the Ministries of Interior and of
Defense and NATO representatives.
The national Command for the security of the summit
has in its composition task forces where, besides the security
specialists there are also representatives from the town hall, Ministry
of Health, electricity companies, water supplies, sewage system,
underground, communication networks. The protocols with these
institutions, regarding the organization of the event, have already
been signed.
Owing to the great number of officials that are to be
present in Bucharest, the security measures undertaken will have a
maximum level and they shall be conceived so as not to disturb so much
the routine of the citizens in Bucharest.
To ensure the security for the Summit means special
measures in Bucharest that will lead to restrictions in the traffic
(vehicles and pedestrians), interdictions regarding car parking for
some areas and a possible restriction of the air traffic over the
capital city.
The Protection and Guard Service will announce in due
time the special measures that are to be undertaken and in this regard
will settle a “green” phone connection which the citizens
can dial free to find out:
- information about the Summit;
- information about traffic restrictions;
- to announce if they have noticed possible disorders.
Bucharest has been the host for some other similar
events that requested a great security level: the visit of Pope John
Paul the II, the visits of the American presidents Bill Clinton and
George Bush, meetings of the Chiefs of states from the Western Europe,
the IX Sommet of Francophone countries.
