THE LEADERSHIP OF THE PROTECTION AND GUARD SERVICE
Director’s board
Within the Service of Protection and Guard, there is a director’s board as a decisional body.
The operative management of the Protection and Guard Service as well
as the fulfillment of the decisions of the director’s board is
performed by the executive bureau of the mentioned board.
The attributions, functioning and the competence of the
director’s board are foreseen inside the Regulation for the
organization and functioning of the protection and Guard Service which
is approved by the Supreme Council of National Defence.
The Director of the Protection and Guard Service
The Protection and Guard Service is managed by a director
with the rank of secretary of state, appointed by the President of
Romania following a proposal of the Supreme Council of National Defence.
The Director of the Protection and Guard Service:
- organizes and leads the activity of the service;
- represents the service in relation with the ministries and
other bodies of the public administration, with institutions and
organizations in the country as well as other similar organizations
abroad;
- involves the service in relation with physical and judicial persons;
- may issue orders and instructions, according to his attributions and law provisions.
The director of the Protection and Guard Service has in his subordination a first deputy and a deputy
having the rank of under secretary of state and are appointed by the
President of Romania following the proposal of the director and with
the approval of the Supreme Council of National Defence.

Mister LUCIAN-SILVAN PAHONTU
Was born on the 2nd of November, in Leresti, Arges County, is married and has got one child.
He graduated the Military School for active officers,
transmissions profile and he fulfilled different functions inside the
Ministry of Administration and of Interior.
In 1994 he graduated the courses of the Faculty of Combined Weapons within the National University of Defense.
Between 1999-2002 he was appointed as a Chief of staff for the Mobile Brigade no 11 of Gendarmes, Bucharest.
Between 2002-2005 he was the commander of the Special
Brigade of Intervention of the gendarmerie “Vlad Tepes”. He
was promoted to the rank of brigadier general on the 1st December 2003.
He published numerous articles and papers in the field of national security as a doctor in military sciences.
On the 7th of December 2005 he was appointed Director of the Protection and Guard Service.
Mister GABRIEL I. CRETU
He was born on the 10th of October 1965 in Bucharest, is married and has got a child.
He graduated the Police Academy A.I. Cuza in 1990,
got the licence in law in 1993 and then he attended the post-graduate
course on criminology, in 1995. He also attended more other courses for
training and improvement in the country and abroad in the field of
planning international missions — especially those connected to
the staff and counterterorrist intervention.
Starting with 1990 he occupied different positions
inside the Ministry of Administration and of Interior, Special
Intervention Units of the police and the Romanian Gendarmerie.
Strating with 2003 he led the Special Group for Intervention and Protection called “Acvila”.
On the 7th of December 2005 he was appointed a first deputy of director at the Protection and Guard Service.
Mister ALEXANDRU BURIAN

Experience in the field of inteligence activity:
- December 1991 — April 1999: The office of military
security - operational officer, chief of the section for analysis,
synthesis and operational evidence, chief of the intelligence section.
- April 1999 — December 2005: General Office for
Intelligence and inner security of MAI, being the director of the Inner
security office and geneal deputy director from 2001.
- From 01.01.2006 - deputy of the director of the Protection and Guard Service, for intelligence activities.
