The personnel of the Protection and Guard Service has in its composition military officers, military officers employed through contracting and civil employees. The military personnel have all the rights and duties of the army officers, as well as other specific ones provided by the law, military regulations, orders and instructions. The militaries employed through contracting and the civil employees have the rights and obligations established by the Labor Code and the inner regulations.
Being a military institution, the greatest part of employees is military (over 95%).

The Protection and Guard Service has got specialized personnel for all its fields of activity and allocates a great importance to maintaining these standards of performance.
The personnel training has got specific features determined by the concise activity it carries out. The training system outlines the cohesion of the small teams within which every person has to posses courage, willingness, initiative, perseverance and sacrifice spirit.
In 2001, following the experience gathered and the cooperation with similarly services abroad, a new conception was settled which wanted to have an improvement and variety of the means and methods of the training and, most of all, their connection to the specific needs of the institution.
Human resources
At the same time, the training activity was moved under the coordination and competence of the personnel unit as a separate element of the human resources management.
In April 2003 a new center for professional training was opened.
Regarding the formation, specialization of its own personnel, the Protection and Guard Service has got good liaisons with other institutions in the field of defense, public order and national security as well as with similar ones from abroad.


PERSONNEL RECRUITMENT


The military employees of the Protection and Guard Service have graduated, as a rule, military educational institutions, have got different specializations identical or close to the ones of the service.
For certain domains in which the military institutions can’t provide specialists, the personnel is selected from the best graduates of the civil educational institutions, that fit the criteria and requests established by law provisions and by the director of the service.
Personnel recruitment is a permanent activity and is performed by the specialized structures of the service.
We mostly want to select people that are healthy physically and mentally, have a great endurance for effort, have an excellent behavior, have got strong motivations in order to work inside a special service and are ready to assume special tasks.
The criteria established by the service derive from the great experience gathered since its own existence, a period in which we have remarked the necessary qualities that personnel should posses for every different branch of the service in order to successfully carry out the tasks and the performances of the service.

LINES OF ACTION


The main lines of action that are followed by the personnel of the service are:
  1. The efficiency improvement - the service will take into account the decisional autonomy for the management structures as well as making use of the latest means and techniques for a short answer of the specialized forces at the same time with a firm riposte against the violent/turbulent and terrorist elements;
  2. The optimization of the organizational structure of the service, especially regarding the proportion between the execution personnel, of the one directly connected with the protective and guard missions and that of the technical-administrative personnel; a more efficient delimitation of the competences and relations between the structures, so that the Protection and Guard Service may work for the future as a coherent military body having its own important position in the field of defense, public order and national security;
  3. The re-examination of some proper regulations, that do not fit any longer and drawing up new ones, instructions, textbooks, methodology guides and dispositions, that are to become real working tools in organization and development of the protection and guard missions.
