THE BACKGROUND OF THE PROTECTION AND GUARD SERVICE
On the 26th
of December 1989, the military commanders of that time decided to make
up a group of 4 officers from the Ministry of Defense in order to
provide the physical protection of the most important members of the
National Salvation Front - a state body settled on the 22nd of December 1989.
Within the order nr. 204 from 7th of May 1990, the Provision Council for the National Unity settled the Special Unit for Protocol and Guard (USPP),
subordinated to the Ministry of Defense, having the mission to ensure
protection and guard the Romanian dignitaries as well as the foreign
ones that were visiting the country.
With the Law nr. 51 / 26th of July 1991 regarding the national security of Romania, USPP has changed its name into THE PROTECTION AND GUARD SERVICE (SPP),
becoming a state body with “functions in the field of national
security”. The activity was based upon the provisions of the
rules approved by the Supreme Council of National Defense, on the 15th of November 1991.
In
1998 the proper law of functioning and organization was promulgated
(the Law 191/1998). Since 1998, our institution is a founding member of
the INTERNATIONAL ASSOCIATION OF THE PROTECTION SERVICES, an
association that was founded in Israeli on the occasion of the 4th Conference of the Protection services.
In
2002 the law 191/1998 regarding the functioning and organization of the
Protection and Guard Service was modified and completed through the
Emergency Ordnance of the Government nr. 103/2002.
The
law 191/1998 regarding the functioning and organization of the
Protection and Guard Service completed and modified by the Emergency
Ordnance nr. 103/2002, was approved with its own changes and
completions by the law nr 67/2003.
